Tadepalli, April 25: YSRCP has condemned the coalition government for it financial impropriety and unconstitutional approach in raising loans against future earnings of State Mineral Development Corporation (APMDC) and allowing access to private parties to the consolidated fund of the State.
Speaking to media here on Friday, Perni Venkatramiah (Nani) said, the government has issued a GO stating that Rs 9,000 crore loan would be raised mortgaging the future revenues pertaining to APMDC along with security over rights pertaining to 436 mines worth Rs 1.91 lakh crore and allowing a private party to cause RBI to debit the Consolidated Fund of the State to the extent of any shortfall with respect to servicing of the bonds by the Corporation.
This is unconstitutional as money from the government can be withdrawn only after due procedure including approval for the demand for grants by the Legislative Assembly under Article 203 and the passing of the Appropriation bill by the State Legislature under Article 204 for a financial year and not in any other manner and we condemn this unconstitutional approach of the government.
When YS Jagan Mohan Reddy government had mortgaged some government buildings, the Chandrababu and his friendly media had made a big issue out of it and churned out stories to damage the image of our government and this time around but this government has thrown all safety measures to winds by endorsing the direct debit mandate mechanism.
Chandrbabu Naidu who has promised of wealth creation has given up and is only concentrating on Amaravati leaving other areas in the lurch.
The coalition has so far taken Rs 1.47 lakh crore loan and there is no account as to where the amount has gone as none of the poll promises were met while YS Jagan Mohan Reddy during his term has taken a loan of Rs 3.32 lakh loan out of which Rs 2.7 lakh crore was transferred under DBT for welfare schemes, besides spending Rs 32,000 during Covid and has built RBKs, developed ports and other infrastructure.
There is no such visible structure though Chandrababu has been talking big about wealth creation along with his deputy Pawan Kalyan and son Lokesh.
They have been extravagant by hiring special flights on a regular basis squandering away public money for their personal uses.
In Pithapuram, represented by Pawan Kalyan, a dalit family has been ostracised even in these days and the anti-dalit attitude continues in the leadership, he said.
