Rajamahendravaram, April 28: YSRCP condemns the Telugu Desam Party (TDP)-led coalition government’s audacious land scam, involving the allocation of Rs 3,000 crore worth of public land to Ursa Clusters, a company alleged to be a benami front for Minister Nara Lokesh. Addressing the media in Rajamahendravaram, former MP Margani Bharat exposed this meticulously planned conspiracy, accusing the coalition of betraying Andhra Pradesh’s people by handing over prime land at throwaway prices to a dubious entity with questionable credentials. “Ursa’s emergence is a calculated move to plunder public resources, and the silence of Chief Minister Chandrababu Naidu, Nara Lokesh, and Deputy CM Pawan Kalyan signals their complicity in this Rs 3,000 crore scam,” Bharat asserted.
Ursa Clusters was registered in the US on September 27, 2024, just before Lokesh’s US visit in October 2024, by NRI promoters Kaushik Pendurthi and Satish Abburi, previously linked to defaulted ventures. Its Indian subsidiary, India Ursa Clusters Private Limited, was established on February 12, 2025, operating from a residential flat in Hyderabad and a modest US house. Within two months, the coalition government fast-tracked approvals to allocate Rs 3,000 crore worth of land at Rs 50 lakh per acre, while central institutions like LIC, RBI, and SBI were charged Rs 4 crore per acre for similar land in Visakhapatnam and Amaravati. Even the Indian Army paid Rs 1 crore per acre, highlighting Ursa’s preferential treatment. Bharat questioned, “Why is Visakhapatnam’s Kapuluppada land, valued at Rs 30,000 per square yard, sold to Ursa for Rs 50 lakh per acre? What justifies this favoritism for a company with no proven capacity?”
The coalition’s track record reveals similar misconduct. In 2015, Lokesh’s brother-in-law, related to Visakhapatnam MP Bharat, received 498 acres in Jayanthipuram, Krishna district, at Rs 1 lakh per acre, despite a market value of Rs 1 crore, causing a Rs 498 crore loss. Historically, Chandrababu Naidu attempted to allocate 400 acres in Shamshabad to IMG Bharat, a company linked to his associate Billy Rao, a scam thwarted under YS Rajasekhara Reddy’s government. Bharat challenged, “Ursa’s promoters have a history of defaulting through 21st Century companies. How does a two-month-old company secure such valuable land without scrutiny?”
Further, the coalition’s plan to allocate 2,300 acres of APIIC land in Nakkapalli, plus 724 acres of government land and 753 acres of D-patta land, to ArcelorMittal for a steel plant and port violates the 1894 and 2013 Land Acquisition Acts, which prioritize public sector use. Former Union Secretary Sharma’s letter to the AP Chief Secretary demanding clarity on this transfer remains unanswered, underscoring the government’s disregard for legality and environmental concerns. “While Visakhapatnam’s people fight to save the Visakhapatnam Steel Plant, the coalition prioritizes private interests over public welfare,” Bharat stated.
YSRCP demands an immediate CBI investigation into the Ursa scam and Nakkapalli allocations, holding Naidu, Lokesh, and their allies accountable. The party calls on Andhra Pradesh’s citizens to resist this looting of public assets and urges the government to provide transparent answers. “If the coalition claims integrity, let them explain why Ursa, a suitcase company, is gifted billions in public land,” Bharat concluded. YSRCP remains steadfast in its fight for justice and the protection of the state’s resources.
